I have a 2003 Buick Regal GSX Stage 3, but the boost seems wrong?

I am aware that the regular buick regal gs puts out about 7 pounds of boost max, well my gsx has a stage 3 performance package done by slp, and the highest boost i get is 9, why is this? Shouldn't it be like 11 or 12?
