I have a 2002 jeep liberty. What is the part called inside the bumper cover?

it holds in the park lights and some electrical wires go threw it, it bolts to the bumper cover HELP!!!!!!!!!
 
try being more specific. i dont have a liberty, but from looking at pics it could possibly be part of the fender, which is the thing above each wheel well. if you're looking for something smaller, hidden under the car, take a pic of it so we could see exactly what you're talkin bout.
