I have a 2002 Chevy truck and the fog lights do not work. The relay is good...

...and I checked all the fuses. Help? The switch for the lights just clicks. It does not stay pushed in like the cargo light switch does (both are located next to the headlight switch in one area). Is it the switch? The only other thing that was done was we had to change the ignition switch because it was locked up and would not turn. Any ideas would be great. Thanks
