...Thermostat? The blower blows refrigerated air as though the air conditioner is on. Is there a fuse for the heat(cold to hot - blue to red) dial?
 
There's a vacuum switch running to it.Check under the hood for a plastic vacuum line going to the firewall.It may not be getting vacuum.It may also be loosing it from some where else so I'd start the car and listen for Vacuum leaks.It's probably just a bad vacuum hose that's cheap to fix.
