Depending on the position of the steering wheel it may seem like it will not lock into place. If you rotate it the pin inside the colom may find it's hole and lock the wheel.
Considering the build quality of some of Chrysler's products this part may be broken as usually happens with some of these old school systems or it may be sticking.
