I Have a 2000 hydra sports 180seahorse, and i'm having trouble with it.?

The boat has a 90hp johnson seahorse engin on it and it idols fine, it even gets up to 2000rpm with no problem. But anything past that it starts to spit and sputter and slow down, but never dies. I changed the plugs, the fuel filter, and blew back the gas line. And none of it has worked. Can any one give me some ideas on what the problem might be
