i have a 1999 toyota camry. i need help with the headlight HID converstion?

i have a 1999 toyota camry i just bought brand new hid and hid conversion kit. after i wired all the wiring the lights turn on but not the balist. i have 10000k and they look like the normal halogen light. i bought my mother hid 8000k and instaled them no problem.
mine when i go to turn them on. they turn on like the normal halogen head lights.
