www.kbb.com (Kelly blue book) is the official source of resale value. It gives the price of a bike in average (most will fall into this catagory), Better than average (few fall into this catagory) and below average (again alot of bikes fall into this catagory). Since you do not describe your bike let me give you a few pointers-Windshields, saddlebags, and loads of extra chrome do little to increase any vehicles value. Better to remove and resell these items on the side. They were put on for YOUR convience and are not counted toward resale value. Better you should take them off and sell on the side than any dealer who is just gonna swap it out for stock parts.
Bikes that are in show room condition-ie NO nicks, dings, scratches etc with all original or near stock items are considered above average. BUT if the bike has high mileage on it for the year, no matter how well you took care of it, the value is lowered.
Bikes that have usual wear and tear-ie a few minor scratches, or a stone nick or two and possibly a small tear in the seat. Anything that you would normally see on any bike sitting in a parking lot is considered average-BUT bikes obviously neglected-seldom washed, lots of nicks, scratches, dents etc are not considered average.
Below average-bikes that seldom got washed and waxed. Bikes with loads of scratches, nicks, dents of any kind/size. Bikes with rust on them or the chrome starting to flake or go dull.
BUT note-that a 1982 motorcycle that has some rust and the metal is beginning to dull is considered average in that condition. Since you have a 1999 I would expect no rust, shiny chrome, paint with no nicks dings etc and of course no dents/bent levers etc of any kind. BTW what constitutes high mileage-anything above 12-15000 miles per year-basically same as a car.
Please note that pricing is subjective to buyers whim. In this economy it is tough to sell anything right now, cause not many people have disposable income. And since most people don't consider a bike "primary transportation"-I can only wish you good luck.
