I have a 1999 Ford Taurus SE.. I have 12v coming off my block. Why is this?

when i put a volt meter on my car + going to the block and - going to the - side of the battery i get 12v +. why is this? Is this normal?
 
i am sorry but there is no way to get a voltage reading like that unless you are having problems with melting your battery or something electronic off your car cause NO that is not normal

now if you are putting the negative lead of the volt meter to the block or for that matter any metal piece that is mounted to any part of the main structure on the car and the positive lead to the positive side of the battery then yes that is normal

or you could mean that you are touching the positive lead to the positive cable going to the starter that is mounted on the lower side of the engine block and the negative lead to the negative side of the battery then yes this would be normal too
