I have a 1998 jeep cherokee laredo 5.1 V8 all wheel drive. Problems starting.?

Over for past 40 days had problems starting 3 times. It seems like I have adequate power: all electric comes on and reads 25% of the gauge. When I engage the ignition, it clicks once. The past two times it has taken a few turns before starting. During these three times it took more turns and now will not start. Is it the starter? Should I try the fuse or battery connection to the starter first? Other things to look at? Please advise - Thanks! Bob
