I have a 1998 Dodge Grand Caravan with issues?

I replaced my radiator because it was cracked. 3 days later, it's ready to overheat. A friend looked at it and said fans aren't coming on, and if the fan was faulty to begin with, that could have caused the radiator to crack. Do I have to replace the fans, or could it be more simple. Also, while the van is in motion, the heater or air work fine. However, if I'm stopped at a stop sign, or stop light, the hot or cold air stops. I've asked a couple people what could cause this, and no one knows.
 
Most probably its a sensor. There is a temperature sensor on cooling line or perhaps the radiator which tells the computer to turn on the fans. It should not be too expensive to fix. Sometimes the fans die, that would be about $300 or maybe less at a garage .... forget about the dealer. When you're in motion, the air flowing throught the radiator is sufficent to cool things, that fans are generally only engaged when stopped or under very heavy load. Get it fixed, as an overheating condition can cause real damage.
