I have a 1997 2.5 jeep wrangler it gets 7 mpg and theres black smoke always...

...coming out of it.? I have fixed the computer map sensor I got it tuned up the sparks cleaned i changed one of the o2 sensors , the water pump , the radiator i have ran the mileage on the hwy and road it literally get about 75 to 80 miles before run out of gas if im lucky. and i lose power constantly i cant go past 70 miles per hour and it takes forever to get there..help
 
It is running seriously rich for some reason. Possibly the injectors are stuck open. Could also be stuck in cold start mode.
