i have a 1994 honda civic i turn it on and the engine wont turn over whats wrong?

its raining outside and i am thinking maybe its the cold?
i got a gallon of gas and put it in the gas tank but it still wouldnt work.
the battery isnt bad, so help!
whats wrong
