I have a 1994 Ford E350 with a 7.3 and aod trans..?

I Had the trans. rebuilt and still have problems. The overdrive off light blinks and has rough shifting. Had prower pack replaced. When the E flashers on it shifts better.When I hit breeks it shifts down,let off brakes and shifts back to overdrive.The 15 amp breaker for brakes lights and E flashers and shift interlock same PLEASE HELP
