I have a 1989 suzuki gs550e and it won't start?

.When i turn the key to "ON" the oil light and neutral light come on however when i turn it one more time to the right both lights go off. When i hit the horn no sound comes out and none of my turn signals or headlights work. The battery is fully charged and getting a good connection (checked with voltometer). The weird part is that when i turn on the engine button, pull in the clutch and hit the starter button i don't hear the "click" of the solenoid. I personally don't know where this is because im new to motorcycles. Also when we straight jumped it through the battery nothing still happened but when we went around to the other side and hooked it up to the starter (or something that began with an s) we could hear something turning inside the engine. even then when we hit the start button it wouldn't cut on and everyone said i should have started right up..Does anyone know what going on? Why no lights?horn?the turning noise? where the solenoid is?please any advice will help...
 
You should only need to turn the key to the "on position", pull the choke and hit the starter button in order for the starter to work. When the bike starts, release the starter button. The next position you are turning the key onto is probably the park position usually marked with a "P". It turns on the the tail light and is supposed to be used when you park on a dark street for a few minutes, although I know of NO ONE here in the states that does, as it will drain the battery fairly quickly. If you turn the key to the left of the "off" position, and push down on it, it should lock the handlebars to the left or right. (I think that bike is equiped with an ignition lock position).

I do not think there is a problem at all with the bike, based on what you have so far stated. Just turn the ignition switch one position to the right, choke the bike and hit the starter button, it should start right up
