i have a 1979 honda cb750 and i cant get it into neutrul to start and its not

the clutch, what could it be? i am thinking about buying a 1979 honda cb750, it is priced at $350 because the man said there is something wrong with it, he said he cant get it to go into neutrul to start it, and i looked at the bike and it has nothing wrong with the clutch, i think its the transmission but i dont know what in the transmission would cause it not to start, any help??
 
It should start in any gear with the clutch lever pulled in.

Put the bike on the centerstand and try to shift through all the gears (with the engine not running of course).
Roll the rear wheel forward and back to aid in shifting.
If it won't shift to every gear, the transmission will need to be repaired.
The age of the bike will make the repairs impractical (parts are scarce).
Buy a bike that is in working condition
