I hand painted designs onto plastic surfaces- sand buckets, etc. and need to

know what type of sealant to use.? These surfaces are a shiny plastic. I have used paint that says it's for plastic surfaces, but I can still scratch it off with my fingernail.
I tried the Krylon Clear Coat, but it flakes off...any suggestions?
I know there is something out there b/c I have purchased similar items before and they don't scratch.
