It means, what was the artist trying to express in their artwork.
Ex.) If it's a painting of the world, and a rainbow over it, that typically means the artist wants to promote to the audience world peace.
Also, in that painting you chose, think about the dark area's of the painting. (black) and how they are all similar forms. And, also think about the title and where the orange comes in play.
