I brought my bike up from Fargo, my home town, to Missoula, my college town. In Fargo, biking isn't a big thing compared to Missoula, where there is a separate lane on the streets for biking, and 25% of the traffic is bikes. So needless to say I am not extremely savvy on the bike rules. Tonight, I got pulled over by a motorcycle cop for not having a "bike light" I didnt even know what a bike light is until tonight (yea i know ignorance to the law wont get you out of a ticket) but im wondering if I have a case saying that you dont need a bike light in Fargo, and the bike was just transported to Missoula.

No. In order for your bike to be on the road in Missoula it must have the regulations and follow the laws of Missoula, not Fargo. It not being a law in Fargo has no impact on the case in Missoula.
