I FLOOR acceleratoer and car goes no more than 20-30 mph?

Im think it could either need a tune up or something with the fuel. 1996 Honda Accord stutters while accelerating and when I try to floor the accelerater the car goes no more then 20- 30 mph. The problem only occured every now and again at first, but now it;s happening almost every 5 mins.
 
Here are things to consider in the order of the least expensive to most expensive(or somewhat close)

Check your transmission fluid. It could be low.

Change your fuel filter.

Change your oil, oil filter, and spark plugs.

You may need to flush your fuel lines.

You may need a transmission flush.

Get a tune up.
