I exercise and don't weigh a lot so why am i still ....?

I exercise everyday eat healthy and i weigh 118 pounds (im 5'6)
So why do i still have a belly? I think if i could lose maybe 4 pounds it would be completely flat and perfect but im already exercising so how could i lose the last couple pounds on my stomach?
