I eat about 1300-1500 calories a day, while I burn 500-600 while exercising,

why am I not losing weight? I'm a 23 year old female.
I'm 5'2 and weigh 148Ibs.
Insanity is the first workout program I've tried and it has already been 3 weeks.
I've only lost 1Ib.
I try not to eat after 8:00 p.m.
My meals start something like this...
I eat oatmeal and yogurt for breakfast
mid-morning snack is either an apple with another container of yogurt
lunch I have a salad with low fat dressing
mid-afternoon i have 2 sticks of celery
and then for dinner baked chicken with brown rice.

Around 3:00 in the afternoon I exercise for 40 minutes with INSANITY.
There I burn about 500-600 calories.
Do I have to eat more and burn less?
