I dont qualify for financial aid?

my parents combine income is less then 49,000

is it cause for now i go to community college and already have bright futures which used to pay full tuition but now pays like only 90%

I qualified for more expensive universities but not at community college

I dont have a job

I am transfering and most likely I will be transfering and starting at a university in january
i know people have worst situation then me

im just wondering y i dont qualify
