I don't have any clothes and mom complains about everything?

Okay, so here's the deal:
All my jeans are too big, have holes in the butt, and are too short.
My shirts have holes in them, and are worn out. School is coming up.
I'm going to be a freshman, and for the first since second grade I don't have a dress code, so I asked my mom to take me shopping but every time I do, she complains and tells me how horrible it is to take me. I'd like to think I'm a pretty good kid. I do chores, I help when I can, I'm polite when I want to be rude. But she always calls me out on the silliest things, things that aren't even my doing. It's like she intentionally looks for things to yell at me about, even when it makes no sense whatsoever.

She is always complaining she doesn't have clothes, when she has a full walk-in closet full of them. She has tons of shoes, and all I have it a ratty pair of converse that are more then a year old and hardly fit. I would spend my own money on clothes, but it's so hard to come by when I can't get a job at this age.

I'm not saying I need ten pairs of shoes and a closet stuffed with clothes. I'd just like something to wear instead of worn out shirts and jeans that are falling apart. And then there's the fact that when I do convince her to take me shopping (which happens once in a blue moon) she tells me how everything doesn't look good on me. It makes me feel horrible.

I've tried talking to her, but she just gets angry and yells at me.
I can't tell you how many times I've tried to develop a close relationship with her. But it always ends up with her finding something that's 'wrong' with me and complaining about it. I know there's no money problem because she buy my brother pretty much anything he asks for.

How can I get my mom to be at least civil with me?
I'm tired of her picking on me, I just want to get along with her for once.
