it states that if you have a radio capable of receiving police its illegal to have in your car, and using a radio to help you get out of a crime your committing "in possession of committing a crime." and it also state it excludes ham radio operators. police & volly police, peace officers.

but it doesn't state that having one at home or at work isn't illegal but in possession of a crime. can someone clear this out for me? it's confusing
