I can't type in qoutation mars " " into my morrowind game consle, help please?

I can't type quotation marks into my morrowind game console. I have MGE and used it to get my consle to work but when i hold shift ' it gives me the punctuation mark of : and when i press ' with out shift it give me : yet again.. please help i have a mircrosoft keyboard
 
I am also having this same issue. I really don't need to cheat at this game, but it would be fun if I could edit a couple things to make the game more fun for me. I used to own this game on xbox and have beaten it a couple times and am starting to get bored with it. I am using an HP Pavilion dv6 series for this game and I just got a plug and play keyboard, but the problem still persists. I would like some help on this matter too please.
