i cant remember a book title or the author please help!?

It is about a blue dragon trying to save all the other blue dragons. So he gos out on an adventure with a brownie and a kid, and the whole time they are trrying to find this like dragon heaven there is a huge gold dragon that eats the smaller blue dragons try to kill them. The gold dragon has like impregnable armor plating ecept for one scale he lost long ago
