I can't Open Games For Windows Live in Gta 4?

I try to install gfwl sign in assistant it closes.I run the troubleshooter it says its an incompatible.So i open the properties and go into the Compatibility tab i try to switch it it says Previos version of windows.It is a Windows Installer File.PLEASE HELP i use windows 8 HELP
