I can't get WAMP to work on my Windows Vista machine nor can I fugure XAMPP out....?

...What to do. I am a web designer and need to test WordPress on my local machine. I keep getting a message about "CLI" crashing at program launch.

Graphics, HTML, CSS and UI JavaScript are my thing - not all this cryptic stuff I have to do. Artist that happens to know how to do this and not a trained coder.
