I can't get outgoing mail to work in Outlook when i'm on my Verizon broadband card.?

My yahoo account works fine on Outlook at home when i'm on my wireless network but when i'm out on a job site with my verizon wireless card, it only recieves e-mails and will not send any. what is the problem
