I can't find "User.ini" for Bioshock(1)?

Now, I THINK that I know where it is, but not sure. First is it called"User" without the ini, or is it user.ini(in the names)
Now if it's not, where would it be.
I bought it from steam, so that might change. Also I have windows 7 ultimate
