i bought my daughter a bike last year?

we havent been able to use it because of the weather but now we can. but when she tries to turn the pedals she cant turn them very succinctly. only a few times. the bike is brand new. tires are inflated. is it possibly the chain needs oil?

if so, where do i get it from and what kind. btw its a small bike 18" wheels , she still has the training wheels on it. i am trying to teach her how to pedal before taking the training wheels off first.
 
She needs to get moving first, give her a little push until she gets use to pedaling. It will be hard at first if she is not very athletic. Try to find a surface that is smooth and flat.
