I bought a women's cruiser bike and I'm wondering if it is too tall for me?

I bought a women's cruiser bike. I'm 5'3 1/2. At the shortest the seat goes, I can only touch my tippy toes on the ground, not my full feet on the ground like I would prefer. Is it too tall for me? Or, should I get a stem that is shorter or taller so I can touch my feet completely on the ground? Is the part I'm talking about called a stem? I rode my friend's bike & the seat was lower than mine is, so I was able to put my full feet on the ground. Thanks.
Also, how much do new stems (if they're called stems) cost?
