I have a contract with Att but never had any smartphones but got this pantech phone for christmas and afraid to use it because they will probably start charging me $30 per month for data plan

Can anyone tell me if this is really a smart phone or just regular phone, this is not touch screen.
I have a friend who started using iphone and they added data plan to her account.
What if I will go back to regular phone, will they keep charging me for the data plan?
