i bought a new wheel for my mountain bike and now i cant get the rear brake to work?

is there a coating i need to remove on the rim?
it is just a cheap alloy rim. the brake mechanism works fine and grips the rim but there doesn't seem to be any friction.
i have rubbed he pads with sand paper to make sure they are clean and wiped the rim with kitchen roll.
Any tips?
