I beat mass effect 2 but why I can't restart totally fresh?

I beat mass effect 2 and now I want to start with a new character and have the option of having the Council live along with the other story changing events. When I try to restart the game doesn't give me the option of changing these events, it just takes all of the decisions I made with my old mass effect 1 character. How do I get a completely fresh start without deleting my hard drive?
 
Did you try choosing not to import a character from either Mass Effect 1 or 2? That will allow you to make some choices about how the past turned out.
