I applied to be a waiter at a restaurant, and I'm still waiting to be hired?

So, I applied to a restaurant to be a waiter. I just found out you have to be 21 and over in order to work there because they serve alcohol. I just turned 21 a week ago, and I applied at the first week of October and the restaurant is still under construction, even to this day. I've been waiting for their call for some time now.

Then I heard from a friend of mine that their friend managed to secure the same job I applied for. Now, I'm not so optimistic about this. Whether or not I got the job, do they still call you?
