i applied for financial aid but?

they told me i wasn't eligible for two reasons the first one is that i have to be legal in the country for more than a year and i only have like 8 months and the other one is because of my income so a Lady that works at the financial aid office told me that i may be eligible for a student loan (stafford loan) and i applied for it but i dont know if you got to be legal for more than a year in the country too....if someone has been through something like this ..i'll appreciate the help
