I appiled for financial aid for college?

and I don't really earn much money so I got an e-mail saying I was eligible for $5350. I only recieved $4014. How does this number get figured out? Do they base it on the amount it costs to go to that school? Also how do the college semesters work? I got 1/2 awarded for fall semester and 1/2 for spring semester. What about winter? Thanks alot
