I am writing a debate for school, and I need help coming up with some negative

arguments...? I need arguments for the negative side of "Resolved: A sovereign people have the right and obligation to develop means to defend themselves against real and/or perceived threat.

The format is Lincoln-Douglas so the arguments need to be based on logic and not necessarily specific evidence.
 
Can't really think of a negative argument for that since people really do have the right and obligation to defend themselves.
