A Betta and a Dwarf Puffer are the only carnivorous fish that come in mind that can be kept in a 10 gallon tank. The Betta can be kept with other smaller peaceful fish, but the Dwarf Puffer can't - most of the times it will try to kill the other fish. The only fish that is 100% safe with DP's are Otocinclus.
