I am trying to use my AT&T SIM card in a unlocked phone that I purchased in Germany.?

The phone is a Samsung GT-E1080W (GSM Dual Band). I bought it in Germany to use when I spent the summer there. My phone here in the States broke, and I am tried to insert my AT&T SIM card into the Samsung, but it can't find a network. The AT&T greeting message comes up when I turn the phone on, so it recognizes the SIM card, but it won't get a signal.
