I am learning programming C++ Symbian and I don't know what software to download so

I can apply? I know C++ language but it's my first time working on developing mobile applications
I'm working from Nokia's Library and I can't apply anything because I don't have the software and I downloaded it from nokia but it didn't work on my laptop and I don't know what to do.
Any help plz
