I am heading a magazine as Editor. Do I have to acquire business registration or is

it the publisher's job? I am having problems with this since I did not know whether I would register the magazine or is it the publisher's work to do so. I did not yet see a publisher so I still don't know what to do with it. I also do not know whether the publisher would take care of all the expenses from office rent to the salary of the magazine editorial staff. Please help me, send an answer ASAP. Thanks.
