Human body temperature and our surroundings?

I know that the average human body temp is around 37 degrees centigrade, but what I don't understand is why we don't feel cold when we are in surrounding less than that temperature? Shouldn't it make sense that we feel cold if our surroundings are at a lower temperature than our selves, yet even at temperatures lower than 37 degrees, we feel too hot and want to get into cooler more comfortable surroundings.
