HTML vs. a CSM and PHP website?

I was told by a web development company's rep that a CSM and PHP website is unsearchable to search engines other than google because their "spiders" are unable to see them. According to him, the only type of website that is viewed by all search engines is HTML. Of course, his company only produces HTML.

I currently have 3 websites. 2 financial websites that run on CSM/PHP and the other title insurance website runs in Cold Fusion and is the one that I NEED to have redone. To save money and time, I was going to have one of the CSM/PHP websites "copied" and then change the content for relevance.

Thoughts/Ideas are appreciated!
(Not an IT or web guy, so I apologize for possible miswording)
