I need to make a simple app that somehow aggravates Windows Start Menu where it shows a different color over the app like when you receive a new message on an IM. Basically I need it to count 15 seconds repeatedly.
Ideally, if it could somehow make a flash on the windows start menu and go away and come back in 15 seconds, you win hands down.
I won't be on the website but it would be open in the background behind programs.
