HTML information dreamweaver?

I was wondering in dreamweaver when you create a new HTML document it has all the information in it.

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">
<html xmlns="http://www.w3.org/1999/xhtml">
<head>
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
<title>Untitled Document</title>
</head>

<body>
</body>
</html>

Do i need

<html xmlns="http://www.w3.org/1999/xhtml">

If i do why do i need it?
 
You dont NEED it but its goos to have.
It basically tells the browser what the document is written in.

Some browsers might render the page wrong if you dont have it
