HTML help. Frames & boarders?

Im currently working on this site where a small top frame what has a menu bar.
I want is when you click something on that menu bar it will load in the bottom frame. The problem is that i dont know how to link up the links to load in the bottom frame. I know how to make the frames but it doesnt work for some reason.

Im useing macromedia dreamweaver.



Any help?
