HTML frames scrolling together?

i need to frames to scroll together, this is supposed to be one page but using adobe dreamweaver CS3 it only allows for one navigation bar per page, for the class im takeing its requiring to frames in one page so im wanting it to seem like on page so that when the user scrolls on one it scrolls them both at the same time, can i have someone implement this into the code attached, this site it for my high school is looking for a new website and they gave us a standard and we have to come up with it, i know this is lame but im not very creative soooo heres the code but i need to know how to make frames scroll together
